OPAL
a) focuses on quality and innovation as the most important aspects to foster the uptake of OER in AE and HE,
b) is designed to concert existing initiatives and validate existing efforts,
c) is holistic in the sense that it combines OER with OEP,
d) promotes a multi-stakeholder approach to quality building through dialogue and participation and supporting stakeholder commitment
e) relies on existing expertise and builds on successful developments,
f) is designed to analyse OEP in order to highlight policy, institutional, pedagogical and individual practices,
g) establishes sustainable long term structures which will be integrated into existing initiatives in order to build a sustainable environment for the promotion of OEP.
