Submissions invited to OPAL Awards

The OPAL Awards for quality and innovation through open educational practices recognize outstanding achievements in OER policy, promotion and use which have resulted in the improvement of quality and innovation in educational organizations. Submissions are invited in three categories; bodies which influence policy, institutions and learning contexts.

The OPAL Awards are developed by the Open Educational Quality (OPAL) Initiative, a consortium which works to promote open educational practices – practices which support the production, use and reuse of open educational resources (OER). Open educational practices help learners, educational professionals, organizational leaders, and policy makers improve quality in higher education and adult education and training.

Winning entries

Winners and highly commended entries will be selected by juries of prominent experts and will be announced at Online Educa Berlin, Germany, 30 November – 2 December 2011. Award winners will receive a plaque and a contribution of EUR 300 to make a short film which will be shown at the awards ceremony and may be used for self-promotion. Award winners and highly commended submissions will receive significant international exposure through the OPAL Initiative website and publications, and through the networks of each of the consortium members. They will also receive a unique logo and animated graphic for self-promotion.

The deadline for submission of entries to the OPAL Awards is midnight CET on 23 October 2011.

The OPAL Awards Secretariat is hosted by the International Council for Open and Distance Education (ICDE) and the OPAL Initiative is being implemented through a consortium including UNESCO, ICDE, the European Foundation for Quality in E-Learning (EFQUEL), and a number of European universities. The Lifelong Learning Programme of the European Commission is the main funding body for this initiative, which is lead by the University of Duisburg-Essen, Germany.

The potential of Open Educational Practices

Can increased use of ICT and new media, self regulated learning and the intelligent use of open educational resources drive the creative learning experience? Roberto Carneiro of the Catholic University of Portugal continues the discussion.
In last week’s discussion on the big shift from open resources to open practices, the following issues were raised:

  • Materials that are intended for open use should be developed right from the beginning with ‘openness’ in mind.
  • Do we concentrate too much on being original, creative and ‘new’ rather than playing creatively and originally with something which already exists?
  • Teachers are expected to think on their feet and incorporate resources, new ideas and material that students themselves may bring in.
  • There is a lot to be thought about, discussed and clarified regarding ‘openness’ and what it means to be ‘open’.
  • OER are a novelty in African countries – and administrators have yet to develop their experience with them to see how policies can be shaped to support uptake.

Innovative learning and learning for innovation

In this third and last week of discussion, Roberto Carneiro, Professor at the Catholic University of Portugal, and former Minister of Education of Portugal highlights the role of open educational practices in both innovative learning, and in learning for innovation in order to enhance creativity in society. He asks:

  • Can we inspire a sustainable spiral of knowledge generation, sharing and regeneration, embodied both in  new knowledge objects and new learning subjects?
  • Do open educational practices conceal the potential to unleash the latent productive and creative energies of people in organizations in order that ICT and new media finally fulfill their promise to enable and empower vibrant learning communities of practice?
  • How should we define a ‘competent learner of the future’:  one who is endowed with the mastery and use of a whole new range of generative learning competences?
  • Would enhanced skills in self-regulated learning and social learning spark a change in the pace of uptake and diffusion of open educational practices?
  • How do we achieve a renewed web 3.0  which would allow the intelligent use of open resources to become a truly transformative and creative learning experience?

Consultation on Open Educational Resources

Dear colleagues,

We invite you to participate in an exciting consultation process about open educational resources (OERs).

The OPAL project is an international network to promote innovation and better quality in education and training through the use of open educational resources.

We have collected 58 case studies of OER initiatives and from these abstracted a set of associated open educational practices (OEPs). Open educational practices are defined as the set of activities and support around the creation, use and repurposing of open educational resources. We have identified eight OEP dimensions:

•    Strategies and policies
•    Quality Assurance (QA) models
•    Partnership models
•    Tools and tool practices
•    Innovations
•    Skills development and support
•    Business models/ sustainability strategies
•    Barriers and success factors

We would like to invite you to become involved in an online consultation around this work. In particular, we are seeking views from the community about the dimensions we have derived and also the OER case studies. An online space has been set up to facilitate this consultation process.
