Submissions invited to OPAL Awards

The OPAL Awards for quality and innovation through open educational practices recognize outstanding achievements in OER policy, promotion and use which have resulted in the improvement of quality and innovation in educational organizations. Submissions are invited in three categories; bodies which influence policy, institutions and learning contexts.

The OPAL Awards are developed by the Open Educational Quality (OPAL) Initiative, a consortium which works to promote open educational practices – practices which support the production, use and reuse of open educational resources (OER). Open educational practices help learners, educational professionals, organizational leaders, and policy makers improve quality in higher education and adult education and training.

Winning entries

Winners and highly commended entries will be selected by juries of prominent experts and will be announced at Online Educa Berlin, Germany, 30 November – 2 December 2011. Award winners will receive a plaque and a contribution of EUR 300 to make a short film which will be shown at the awards ceremony and may be used for self-promotion. Award winners and highly commended submissions will receive significant international exposure through the OPAL Initiative website and publications, and through the networks of each of the consortium members. They will also receive a unique logo and animated graphic for self-promotion.

The deadline for submission of entries to the OPAL Awards is midnight CET on 23 October 2011.

The OPAL Awards Secretariat is hosted by the International Council for Open and Distance Education (ICDE) and the OPAL Initiative is being implemented through a consortium including UNESCO, ICDE, the European Foundation for Quality in E-Learning (EFQUEL), and a number of European universities. The Lifelong Learning Programme of the European Commission is the main funding body for this initiative, which is lead by the University of Duisburg-Essen, Germany.

Consultative Group meeting held for Pacific region

A repeat session of the first Consultative Group online meeting was held on Tuesday, 7 June for participants from Asia and the Pacific, Latin America and the Caribbean, and North America.

The programme was similar in outline to the previous meeting held for Africa, the Arab States and Europe, but with contributions from:

  • Zeynep Varogolu, Programme Specialist, Section for Reform, Innovation and Quality Assurance, Division of Higher Education, UNESCO
  • Wayne Mackintosh, Director of the OER Foundation and Founder of WikiEducator
  • Carl Holmberg, Secretary General, International Council for Open and Distance Education – ICDE

 

The total participation in the OPAL Consultative Group stands at approx. 50 representatives of institutions and high level organizations working with quality, OER and educational policy.

The meetings were convened by UNESCO and the European Foundation for Quality in E-Learning (EFQUEL), in order to raise awareness of and exchange and define good practices.

UNESCO/ OER Foundation debate

An Oxford-style debate on whether OER should favour commercial use is currently underway online. Hosted by UNESCO and the OER Foundation, interested parties are invited to join the discussion and contribute their ideas and relevant experiences for fostering a sustainable OER future.

A key issue in the open education arena is whether OER should favour commercial use. It is a complex topic which incorporates multiple perspectives and questions in relation to commercial use of OER, for example:

  • Should OER protect the future freedoms of users and creators or the resources themselves?
  • What are the implications of licence choice and the sustainability of OER?
  • How does licence choice impact on the pragmatic considerations of reuse and re-purposing learning materials?
  • What are the moral considerations associated with sharing OER?

This debate aims to tap in to the experience of OER thought leaders and practitioners, investigating the key issues to support informed decision-making on intellectual property rights for OER. Running until 6 May, interested parties are encouraged take part in the debate underway on the WSIS OER community platform.

Launch of tools to enable Open Educational Practices

The Open Educational Quality (OPAL) Initiative announces the launch of tools for organizations and individuals to self-assess their level of adoption and integration of Open Educational Practices (OEP). The OEP Guide includes a maturity model, detailed description of the concept, and description of the elements which constitute Open Educational Practices.

These tools provide the basis upon which organizations and individuals may work to improve the openness of their educational practices. Through this 3 stage process it is thus possible to:

  • Position yourself or your organization on the OEP trajectory according to the degree of uptake of OEP
  • Better understand your strategy for OEP and create a vision for openness
  • Analyse the implementation and promotion of OEP with a view to creating a better environment for OEP

Two appendices are published as further background to the OEP Guide. “The Open Educational Practice Landscape” is a position paper describing further the concept of open educational practices, while a list of elements provides further explanation of the consituent parts of Open Educational Practices.

The latest edition of the online journal elearning papers is dedicated to open education. Edited by Ulf-Daniel Ehlers, University of Duisburg-Essen, Germany and Director of the European Foundation for Quality in E-Learning, and Tapio Koskinen of Aalto University School of Science and Technology, Finland, it contains papers demonstrating trends towards greater cultures and practice of openness taking place throughout Europe and beyond.
